As of July 1, 2025, the Ministry of Transportation (MTO) is providing more flexible licensing options for drivers of recreational vehicles (RV). This includes the introduction of a new:
To operate an RV over 11,000 kgs, you must first complete the RVLM online before going to a DriveTest Centre to obtain your RV endorsement or Class D RV restriction.
For a Class D RV Restricted licence, you must also meet vision and medical requirements and pass a Class D RV road test using an RV weighing more than 14,000 kgs.

When you register for the online training module, you’ll be asked to provide your name and email address. It’s important that you use your full name as it appears on your driver’s licence, so that DriveTest staff can verify that the information on your certificate matches the information on your driver’s licence.
After completing the module online, you will need to show your certificate of completion to staff at a DriveTest centre to continue the licensing process.
In order to access the RVLM through SkillsPass, you are required to verify your identity using an AI-powered identity verification solution called Veriff. You will need to take a photo of yourself and of your driver’s licence. This can be completed on a device and platform of your choice, as Veriff supports iOS, Android, and mobile web.
By registering for this training, you are asserting that you are the driver identified on the licence. Your certificate will be invalid if you make a false representation or attempt to alter the certificate in any way. Your certificate will have a QR code that can be used to validate your registration and completion information.
Information is collected under the authority of the Highway Traffic Act and is used to evaluate the eligibility of the applicant obtaining either an RV endorsement or Class D licence with RV restriction.
